En Asie du Sud-Est, les m\u00e9gaprojets de charbon et d&rsquo;infrastructures lourdes non durables c\u00e8dent d\u00e9finitivement la place \u00e0 une diplomatie des infrastructures vertes. Ce mod\u00e8le, bien qu&rsquo;efficace pour asseoir l\u2019influence de P\u00e9kin, a g\u00e9n\u00e9r\u00e9 d&rsquo;importantes r\u00e9sistances locales et des tensions financi\u00e8res. En 2026, la donne a chang\u00e9. L&rsquo;administration chinoise a formalis\u00e9 sa doctrine de la \u00ab\u00a0Route de la Soie Verte\u00a0\u00bb (<em>Green BRI<\/em>).<\/p><p class=\"wp-block-paragraph\">Ce pivot r\u00e9pond \u00e0 une double n\u00e9cessit\u00e9. Le financement de centrales \u00e0 charbon \u00e0 l&rsquo;\u00e9tranger est d\u00e9sormais totalement proscrit par les banques d\u2019\u00c9tat chinoises, au profit exclusif de projets d&rsquo;\u00e9nergies renouvelables et de r\u00e9seaux de transport \u00e9lectrifi\u00e9s.<\/p><p class=\"wp-block-paragraph\"><strong>2. Cartographie des investissements en Asie du Sud-Est : Les nouveaux hubs de l&rsquo;\u00e9nergie propre<\/strong><\/p><p class=\"wp-block-paragraph\">L&rsquo;Indon\u00e9sie, le Vietnam, la Malaisie et la Tha\u00eflande sont devenus les principaux laboratoires de cette nouvelle strat\u00e9gie. Contrairement aux vagues d&rsquo;investissements pr\u00e9c\u00e9dentes qui utilisaient quasi exclusivement une main-d&rsquo;\u0153uvre chinoise import\u00e9e, les contrats de 2026 int\u00e8grent des clauses strictes de formation et d&rsquo;ing\u00e9nierie locale, r\u00e9pondant ainsi aux exigences de souverainet\u00e9 des pays d&rsquo;Asie du Sud-Est.<\/p><p class=\"wp-block-paragraph\"><strong>3. La r\u00e9ponse occidentale et la bataille des normes<\/strong><\/p><p class=\"wp-block-paragraph\">Cette offensive verte de la Chine ne se d\u00e9roule pas dans un vide concurrentiel. Elle percute de plein fouet les initiatives alternatives men\u00e9es par l&rsquo;Union Europ\u00e9enne (<em>Global Gateway<\/em>) et les \u00c9tats-Unis (<em>Build Back Better World<\/em>). La comp\u00e9tition ne porte plus seulement sur le montant des enveloppes financi\u00e8res, mais sur l\u2019\u00e9tablissement des normes techniques et environnementales mondiales.<\/p><p class=\"wp-block-paragraph\">Les pays de l&rsquo;ASEAN profitent habilement de cette rivalit\u00e9 pour faire jouer la concurrence. Cependant, la Chine conserve un avantage pragmatique ind\u00e9niable : sa vitesse d&rsquo;ex\u00e9cution et sa ma\u00eetrise absolue de la cha\u00eene de valeur des composants de la transition \u00e9nerg\u00e9tique. En imposant ses standards \u00e9lectriques et ses technologies de r\u00e9seau intelligent (<em>Smart Grids<\/em>) \u00e0 l&rsquo;Asie du Sud-Est, P\u00e9kin s&rsquo;assure un ancrage structurel pour les cinquante prochaines ann\u00e9es.<\/p><p class=\"wp-block-paragraph\"><strong>4. Gouvernance, transparence et viabilit\u00e9 financi\u00e8re<\/strong><\/p><p class=\"wp-block-paragraph\">La r\u00e9orientation verte de la BRI s&rsquo;accompagne d&rsquo;une refonte des m\u00e9canismes de cr\u00e9dit. Les pr\u00eats d&rsquo;\u00c9tat opaques sont progressivement remplac\u00e9s par des obligations vertes (<em>Green Bonds<\/em>) cot\u00e9es sur les places financi\u00e8res de Hong Kong et de Singapour. Cette institutionnalisation vise \u00e0 attirer des co-investisseurs institutionnels internationaux (fonds de pension, banques multilat\u00e9rales) et \u00e0 d\u00e9samorcer le proc\u00e8s en \u00ab\u00a0guerre de la dette\u00a0\u00bb.<\/p><p class=\"wp-block-paragraph\">Pour AFRICANOVA.INFO, cette transition asiatique sert de miroir aux dynamiques africaines.
